    Strikes me the decision is correct Amanda / Andrew. The correct approach (to my mind) is for the independent accountant to prepare the report of factual findings then for the managing agent to issue the relevant certificate signed by a Chartered Accountant in the employee of the agent.

    Thank you Amanda/Andrew for exploring and explaining this tricky dispute so clearly and concisely. My lease does not specify my landlord’s obligation to submit certified accounts for service charges. But, sections 21+22 of the 1985 Act do provide for such accounts to be signed by a certified accountant who should not be an employee or in any way associated with landlords. Very perplexing for simple-mind people like me, who are legally untrained -c’est la vie!
